Authors of the paper analysed the significance and characteristics of multistate cooperation and the joint development program in Tumen river delta, discussed the strategic counter-measures and their changing process in related countries there in terms of world political situation and geoeconomy, and proposed some important measures that China should adopt to push forward the realization of the program and achieve ben-efites from it.
